Whip Clark Says Americans Have “Had Enough” of Republicans’ “Billionaire-First Agenda” — Vows “Change Is Coming” One Week Before Midterms

House Democratic Whip Katherine Clark (D-Mass.) said on Tuesday that Americans “have had enough” of the Republican “billionaire-first agenda” and that “change is coming.” The post, published at 9:05 a.m. on Oct. 27, marks one week until the midterm elections.

The Full Post

One week until the midterm elections.

Americans have had enough of the GOP’s billionaire-first agenda.

Change is coming.

The post makes three points. It marks the one-week mark before Nov. 3. It says voters are fed up with Republican priorities. It predicts change.

The Midterm Stakes

Republicans hold narrow control of the House, and control of Congress is at stake on Nov. 3. A September Reuters/Ipsos poll put Trump’s approval at 32 percent, an all-time low in that survey. Early voting has been under way for weeks.

The Origin of “Billionaire-First”

Clark has used the phrase for more than a year. At a Fair Share America rally in April 2025, she said Republicans were stealing from working Americans to benefit the wealthy. She said people were “taking to the streets” and saying “in one clear voice: ‘Hell no.’”

After House Republicans passed their budget, Clark said they “tried to sneak the fine print of their billionaire-first budget past the American people” in “the dark of night.” She said it would cut working families’ health care.

Her official releases show how often she uses the framing. Titles include “Republicans Are Making Life Harder and More Expensive. All To Satisfy Their Billionaire Donors” and “Whip Clark on the GOP Agenda: ‘It’s Cruel, It’s Greedy, It’s Corrupt.’”

Clark on Tariffs, Cuts and Costs

On tariffs, Clark said the policy would be “a tax for the average family of almost $4,000.” She also said “Republicans are nowhere to be found” on the economic pain tariffs cause. Her office also published a statement saying “Donald Trump is stealing from taxpayers to fund tax cuts for billionaires.”

A separate release carried the headline “Elon Musk Makes More in One Day Than NIH Spends All Year on Childhood Cancer Research.” Other releases denounced Republican efforts on food assistance, veterans’ benefits and Social Security.

The Republican Case

Republicans reject the framing. A Republican senator said on the Senate floor in February that “President Trump and Republicans are doing all we can to make things better, affordable, and lower costs for these American families.” The senator said Republicans do this “by cutting taxes and regulations.”

Clark’s Role and Closing Argument

As Democratic whip, Clark helps lead the party’s House messaging and vote counts. Her “change is coming” line sets up a Democratic House majority, which would give her party control of committee agendas and subpoenas for the next two years.

The “billionaire-first” charge is the one Democratic leaders are carrying into the last week.
