United States Homeland Security Advisor and Assistant to the President, Stephen Miller delivered a sweeping address at the Americas Counter Cartel Conference, outlining what he described as a fundamental shift in the United States’ approach to security in the Western Hemisphere under Donald Trump.
Speaking to military leaders and government officials from across the Americas, Miller argued that the administration’s strategy is built on a simple principle: national security begins in the Western Hemisphere and must be enforced with strength.
“There’s been a paradigm shift under President Trump in the last 14 months,” Miller said. “We are not going to cede an inch of territory in this hemisphere to our enemies or our adversaries.”

According to Miller, the security of the United States is directly connected to the stability of neighboring nations throughout the region. “Our national security, our homeland security, the safety and well-being of our people begins at home, begins in our neighborhood, begins in our home region,” Miller said.
Miller made clear that the administration believes confronting these threats requires military strength, not solely traditional law enforcement methods. “Under the leadership of President Trump, we are using hard power, military power, lethal force to protect and defend the American homeland,” he said.
He also called on nations throughout the Western Hemisphere to reassert complete territorial control within their borders. “Not a single one of your nations should tolerate the existence of a single square mile of territory that is under the control of any entity other than the sovereign governments of your country,” Miller said.
Miller compared powerful cartel organizations operating in the Americas to terrorist groups such as Islamic State and Al-Qaeda, arguing that they should be confronted with the same level of force and determination. “The cartels that operate in this hemisphere are the ISIS and the al-Qaeda of the Western Hemisphere and should be treated just as brutally and just as ruthlessly as we treat those organizations,” he said.
Miller said the presence of military officials at the conference reflected the seriousness of the challenge. “The reason why this is a conference with military leadership and not a conference of lawyers is because these organizations can only be defeated with military power,” he said.
Miller argued that strong law enforcement and security measures are historically the foundation for prosperity and social development. “The key condition of human flourishing of prosperity is order and security,” he said. “A country cannot pursue economic growth, cultural enrichment, art, architecture, education, science if it doesn’t have fundamental security first.”
Miller pointed to the historical development of Western nations as evidence that establishing order is a prerequisite for societal advancement. “The West only achieved the place that it did in human history because it spent previous centuries eradicating the criminal elements within its territories,” he said.

Miller concluded his remarks by promising that the Trump administration would stand firmly alongside nations willing to confront cartel violence and organized crime across the hemisphere.
“You will have in President Trump, in the White House, in the Department of War, the Department of State, and the whole of our government unwavering support,” Miller said.
He ended by emphasizing that the administration’s priority is protecting ordinary citizens from violence and instability.
“The human rights that we are going to protect are not of the savages that torture and rape and murder,” Miller said. “The human rights that we are going to protect are of the peaceable citizens who have an absolute human right to live in physical safety and security every day of their lives.”
