The United States has weapons in orbit right now, Air Force Secretary Troy Meink told a room full of military officials and defense reporters on Monday — the most direct acknowledgment any Pentagon official has ever made that America has moved its arsenal into space. The admission, delivered almost in passing during a keynote address, closes a chapter of deliberate ambiguity that dates back to the earliest days of the Space Age and opens a new one in which the United States is no longer just building toward space warfare. It is now declaring it has already arrived.
Meink made the disclosure during the opening keynote at the Air & Space Forces Association’s 2026 Air, Space and Cyber Conference in National Harbor, Maryland. “Today, we continue to ensure we remain ready to meet the challenges of evolving threats wherever they exist,” Meink told the audience. “This is why the United States now has on-orbit space control weapons capable of defending the joint force against hostile adversary action.”
Meink declined to say what the weapons are, how many exist, or when they were placed into orbit. When retired Lt. Gen. Burt Field pressed him on stage to elaborate, Meink held his ground rather than walk the statement back. “That phrase was very well thought out,” he said. “So whatever I said before is what I say again.” He added that maintaining American dominance “not only in the air but in space” had forced the military “to take steps to make sure that when we’re threatened, we can take care of that.”
A “Landmark” Moment, Confirmed Again From Paris
The acknowledgment was reinforced a day later by a second U.S. official, this time thousands of miles away. Speaking Tuesday at a space defense conference hosted by the consulting firm Novaspace in Paris, Richard Palmer, director of the Capability and Resource Integration Directorate at U.S. Space Command, called Meink’s admission a “landmark” moment in the militarization of space. “The acknowledgment of these space-control capabilities is fundamental to ensuring that we prevent deterrence from failing, and that we are postured and ready should deterrence fail to employ them effectively,” Palmer said.
Palmer did not offer additional detail on the weapons themselves, but he was direct about who the disclosure was meant to warn. He said there are “some actors across the globe who are very much interested in undermining the collective interests” of the U.S. and its allies. “The bottom line is that our joint force and our allied forces require space,” Palmer said. “Our economies require space. We are ready in the U.S. to preserve that.”
Decades of Official Silence, Now Broken
For most of the Space Age, Washington has treated the question of orbital weapons as one it would neither confirm nor deny, even as it steadily built and tested the underlying technology. Until this week, every space-control system the Pentagon had publicly acknowledged was ground-based rather than orbital: the L3Harris-built “Meadowlands” jamming system, an upgrade to the Space Force’s existing Counter Communications System with roughly 32 units planned, and a network of Remote Modular Terminals, with 160 already funded and up to 200 eventually needed.
The shift has been building for more than a year. At the April 2025 Space Symposium in Colorado Springs, Space Command chief Gen. Stephen Whiting called publicly for the U.S. to field acknowledged weapons in orbit, arguing that “fighting in space requires credible, acknowledged, kinetic and nonkinetic capabilities, fires and weapons.” Meink’s remarks this week put a name, however vague, to that shift — and the money is already following it. The Space Force’s fiscal 2027 budget request carries roughly $21 billion for space control, a 158% jump over the prior year, with much of that funding classified.
What Kind of Weapon Is It?
Neither Meink nor Palmer would say what “on-orbit space control weapons” actually means in practice, but the Space Force’s own doctrine offers a starting framework: officials describe space-control capabilities as tools for “disruption, degradation and even destruction,” used either offensively or defensively. That leaves a wide range of possibilities, from a jamming satellite that can silence an adversary’s signals to a maneuvering spacecraft that could physically interfere with another satellite.
Most space security analysts believe the weapons are far more likely to be electronic than physical. Victoria Samson, chief director of space security and stability at the Secure World Foundation, said she doubted Meink was describing a kinetic, debris-generating weapon given how consistently U.S. officials have warned against creating orbital debris. “I’m going to guess what he’s talking about is not a kinetic space-control weapon,” Samson said, adding that her best guess was “space-based jammers, electronic warfare.” Unlike a kinetic strike, a jammer can be switched off, leaving no wreckage and no permanent damage — a distinction that also carries legal weight, since reversible interference and physical destruction are treated very differently under existing space law.
Experts Call the Admission “Huge” — and Risky
The reaction from the space policy community was less about what the weapons are than about the fact that Washington admitted to having them at all. “Well, that’s huge, because I don’t think any U.S. government official has ever said that before,” Samson said. She warned the admission cuts both ways: “The U.S. also now has to accept the Chinese and Russians doing/saying the same. I don’t think that this is going to be in the interest of U.S. national security.” She later added that if Beijing or Moscow respond by acknowledging their own orbital weapons, the move could “backfire in terms of deterrence.”
Other analysts framed the disclosure as a calculated signal rather than a slip. Sam Lair, a researcher at the Foreign Policy Research Institute, said the admission “could provide a justification for U.S. adversaries or other countries to run new or existing counterspace programs.” Retired British air force officer and space consultant Andrew Turner described the timing differently, calling it “almost certainly a strategic signal to China” meant to demonstrate capability and issue a warning.
A Live-Fire Exercise, Weeks Before the Announcement
The disclosure did not come in isolation. Less than two weeks earlier, U.S. Space Command completed Apollo Maneuvers 2026, described as the command’s largest and first live-fly orbital warfare exercise, involving American military satellites maneuvering in coordination across low, medium and geosynchronous orbit alongside international and commercial partners. Taken together with Meink’s remarks, the exercise points to a deliberate pattern: rather than simply building toward a space-warfare capability behind closed doors, the U.S. military appears to be moving toward openly demonstrating and now announcing one.
China and Russia’s Own Counterspace Buildup
U.S. officials have for years pointed to Chinese and Russian advances as the driving force behind the push for acknowledged space weapons. The Space Force has said China “develops and operates space and counterspace capabilities as part of a military modernization strategy,” while Russia “views space as a warfighting domain and believes space supremacy will be a decisive factor in future conflicts.” American officials have cited Russian satellite constellation training missions they say could rehearse “attack and defend tactics,” along with China’s development of a nuclear-capable, partial-orbit hypersonic missile.
Separately, U.S. intelligence has assessed that Russia has worked to develop a space-based nuclear weapon that would generate a massive electromagnetic pulse capable of disabling a wide swath of commercial and government satellites at once — a capability Moscow has denied pursuing. Such a weapon, if realized, could disrupt everything from weather forecasting and disaster response to the GPS systems banks, shippers and ride-share apps depend on.
The Legal Gray Zone
Any American orbital weapon still operates within — or around the edges of — international law. The 1967 Outer Space Treaty, to which the U.S., China and Russia are all parties, bans the placement of nuclear weapons or other weapons of mass destruction in orbit. It does not, however, prohibit conventional weapons in space or ground-based weapons aimed at orbital targets, leaving substantial room for interpretation. A United Nations Group of Governmental Experts reached a consensus report in 2024 outlining potential norms for responsible behavior in space, but those guidelines remain voluntary rather than binding, and Russia vetoed a separate 2024 U.N. resolution that would have reaffirmed the ban on nuclear weapons in orbit.
Part of a Larger Buildup
Meink’s space-control announcement arrived alongside another significant disclosure: that space-based interceptors, the central technology behind President Donald Trump’s proposed “Golden Dome” missile defense shield, have moved “from initial contract to flight-ready hardware in less than one year.” Golden Dome, inspired by Israel’s Iron Dome system, is intended to give the U.S. the ability to intercept missiles fired from anywhere in the world, and Trump has said he hopes the system will be complete by 2028. The Pentagon has reportedly scheduled its first major test of the system for just before the 2028 election. Last December, Trump signed an executive order describing U.S. superiority in space as “a measure of national vision and willpower” and emphasizing next-generation missile defense technology.
Allies Are Watching Closely
The United States is not the only power rethinking how openly to discuss space weapons. Germany has committed roughly €35 billion, or about $40 billion, to a military space spending plan aimed at countering growing threats in orbit. Maj. Gen. Michael Traut, head of German Space Command, has said the plan will fund intelligence-gathering satellites and systems designed to disrupt adversary spacecraft, but he has drawn a clear line against fielding debris-generating destructive weapons. Instead, Traut said Germany is pursuing non-kinetic options including jamming, lasers and actions against ground control stations — largely mirroring the approach American analysts believe the U.S. itself is now taking in orbit.
What Comes Next
For now, the precise nature of America’s orbital arsenal remains classified, and Pentagon officials show no sign of elaborating further in the near term. But the acknowledgment itself has already changed the terms of the conversation. Where American officials once treated the very existence of space weapons as unspeakable, the country’s top Air Force civilian and a senior Space Command official have now confirmed it twice in two days, from two different continents — a shift that analysts across the political spectrum agree will not be easy to walk back, whatever Washington decides to reveal next.
